Kevin L. Owen

Partner, Gilbert Employment Law, P.C.

Kevin Owen is a seasoned employment attorney specializing in employment discrimination and whistleblower retaliation cases as well as investigations into the workplace misconduct of federal employees. He frequently represents senior federal officials in misconduct investigations conducted by the Office of Inspector General, Office of Professional Responsibility, or Office of Special Counsel. Mr. Owen has deep experience appealing disciplinary action involving federal employees in administrative forums, primarily before the Equal Employment Opportunity Commission and Merit Systems Protection Board (MSPB). He also litigates in federal district court and has argued appellate issues on MSPB matters before the U.S. Courts of Appeals for the Ninth and Federal Circuits.

Mr. Owen is admitted to practice law in the states of Maryland and Oregon; before the U.S. District Court for the District of Columbia, the U.S. District Court for the District of Maryland, the U.S. District Court for the District of Oregon; before the U.S. Court of Federal Claims, the U.S. Court of Appeals for the DC Circuit, 4th Circuit, 9th Circuit and the U.S. Court of Appeals for the Federal Circuit.

Prior to joining Gilbert Employment Law in 2005, Mr. Owen served as a law clerk for the Office of Legal Counsel of the United States Equal Employment Opportunity Commission and for the Office of General Counsel of the National Treasury Employees Union.

Mr. Owen graduated with honors from American University’s Washington College of Law and also holds a Bachelor of Arts degree in political science and criminal justice. While in law school, Mr. Owen served as the Note & Comment Editor for the American Bar Association’s Administrative Law Review and was the recipient of the Don Monroe Casto Award for Outstanding Constitutional Scholarship.

Mr. Owen is a frequent speaker on federal employee topics at national legal conferences, including the National Employment Lawyers Association; the Federal Circuit Bar Association’s annual Merit Systems Protection Board Summit; and the annual FDR conference. In July 2024 Mr. Owen was appointed by the Comptroller General of the United States to the Personnel Appeals Board of the Government Accountability Office to serve as an administrative judge adjudicating employee disputes at GAO. He is also a co-author of the Federal Employment Litigation Field Book published by Dewey Publications in September 2023.
